10月10日，農(nóng)業(yè)部部長韓長賦表示，“十二五”期間，我國通過工業(yè)化、信息化、城鎮(zhèn)化和農(nóng)業(yè)現(xiàn)代化“四化同步”，開創(chuàng)了“三農(nóng)”發(fā)展新格局。

“十二五”開始之初，我國政府就將“三農(nóng)”（農(nóng)業(yè)、農(nóng)村、農(nóng)民）問題（three issues of agriculture, the countryside and farmers）列為首要任務，同步推進工業(yè)化（industrialization）、信息化（information technology）、城鎮(zhèn)化（urbanization）和農(nóng)業(yè)現(xiàn)代化（agricultural modernization），并推出了一系列惠農(nóng)政策和措施（policies and measures that benefit the farmers），開創(chuàng)了農(nóng)業(yè)生產(chǎn)連年豐收、農(nóng)民生活顯著改善、農(nóng)村社會和諧穩(wěn)定的新局面（reaped successive record crop harvests, remarkably improved famers' livelihoods and created a harmonious and stable situation in rural areas）。農(nóng)業(yè)農(nóng)村發(fā)展成為經(jīng)濟社會發(fā)展的“穩(wěn)定器”（stablizer）和“壓艙石”（ballast）。這就是“三農(nóng)”發(fā)展新格局（new pattern for the development of agriculture, the countryside and farmers ）。
